The following, which had been moved to the bottom of the calendar              
(page 1890), was brought up at this time:

"An Act relating to the Alaska regional economic assistance                   
program and to regional development organizations; and providing               
for an effective date."

Representative Martin moved and asked unanimous consent that HCS               
CSSB 142(FIN) be returned to second reading for the specific purpose           
of considering Amendment No. 1.  There being no objection, it was so           
ordered.

Page 2, lines 2 and 7:                                                         
                                                                               
	Delete "regional development organization"                                    
	Insert "ARDOR"                                                                
                                                                               
Representative Martin moved and asked unanimous consent that

Representative Brown objected.                                                 
                                                                               
Representative Davies rose to a point of order stating debate was              
straying from the motion.                                                      
                                                                               
The Speaker stated the point was well taken and allowed the members            
to proceed with caution.

Representatives Brown and Hoffman moved and asked unanimous                    
consent that they be allowed to abstain from voting due to a conflict          
of interest.  Objections were heard, and the members were required to          
vote.                                                                          
                                                                               
The question to be reconsidered:  "Shall HCS CSSB 142(FIN) pass the
